Dashboard Bookmaker Selection UI Improvements

I want the dashboard bookmaker selection UI to be improved. Currently, the 'Clear' button triggers a 12-hour cooldown even if the save fails or reverts, which is frustrating. The helper text 'All slots filled. Clear to change selection' is misleading because it encourages using the 'Clear' button which triggers this cooldown. Additionally, bookmakers that aren't attachable on a specific plan should be displayed as 'Inactive' in the UI (like some already are) instead of appearing selectable, failing silently, and still tripping the cooldown. This would prevent users from losing days of access due to UI confusion.
